During the time of economic globalization and political multi-polarization,governments are facing the unprecedented pressure and challenges from competitions.How to effectively develop and manage the human resources has become the core ofcompetitiveness among today’s organizations, especially the governments and nations.With the “Civil Servant Law”issued, civil servant training is getting increasingly attention,it is an effective way to develop human resources, improve the overall quality of the civilservants, and is an important guarantee to build a high-performance administrative system.Being the last step of training, training effectiveness evaluation whose theory and practiceare seriously lacked is always a feeble one, however, it is a measure of the training goal,training methods, training content is appropriate or not of the key.Under such backgrounds,researching and studying the training effectiveness evaluation of civil servant will be ofvital importance and of realistic meaning for governments. Therefore, it is necessary tocompose a scientific and reasonable training effectiveness evaluation system of civilservant. Scientific and operable evaluation will insure the favorable path of training andguarantee the quality and effectiveness of training.Based on the present practice of training and training effectiveness evaluation oftownship civil servants in Hebei province, the paper combines the theory analysis withpractice, follows the researching idea of systematic theory, and is guided by the theory oftraining effectiveness evaluation. The paper designs a new training effectivenessevaluation system for township civil servants, including process design, model, andsupport system. Firstly, this paper tells the related theoretical foundation such as humancapital theory, training transfer theory, learning organization theory and other trainingeffectiveness evaluation model such as Kirkpatrick model, Phillips’ ROI evaluation model,and so on. And then from the main evaluation subjects, the evaluation contents, theevaluation methods, through a questionnaire survey, it was found that many problems havebeen exposed and become the bottleneck restricting the township civil service trainingeffectiveness evaluation work. Therefore, this paper analyzes the training effect evaluationsystem of civil service status, in-depth analysis of its deficiencies, combines Kirkpatrickmodel and Balance Scorecard theory to attempt the exploration of township civil servicetraining effect evaluation index system including reaction layer, learning layer, behaviorand results levels, and adopt the AHP and fuzzy evaluation method to make up the deficiencies of the previous model, and gives the calculation and application of the modelfurther. Finally, the paper from concept, system, resource and technology four aspects toimprove the township civil servants training effect evaluation system, and the authorhopes this text can help the township governments standardize the training and ensure theefficient actualization of training. So the governments will achieve the end aim of training,should to change the employees’ behavior and improve the organization performance.
