Human resource is the number one resource and its development has become an important means for organizations to adapt to society, to meet challenges and to achieve success in competition. On-the-job training is one of the most effective ways to improve the qualities of the civil servants. The Civil Servant Law of the People's Republic of China that took effect in January 1st, 2006 stipulates the on-the-job training of civil servants, which defines the management of civil servant training system by law and creates an opportunity for improving and perfecting China's civil servant training mechanism. As a part of human resource in administrative organizations, civil servants at township and sub-division level plays dual role as subject and object in talent development, so they are required to have relatively high qualities. As a key method to improve their comprehensive qualities, on-the-job training plays an indispensable role because it is practical and helps boost their working effectiveness.At present, the training mechanism for civil servants at township and sub-division level is still at the experimental stage in China. Owing to its diversity, extensiveness and comprehensiveness, no theory that could guide its trend has been formed up to now. Therefore, we have to improve and perfect the training mechanism and maximize its positive influence on the civil servants at township and sub-division level by summing up experience of existing training system in China and learning from the west countries.Guided by scientific methods, modern training concepts as well as the valuable experience from home and abroad, the study of on-the-job training mechanism for civil servants at township and sub-division level proceeds from China's actual conditions, focuses on the problems exposed in the practice and puts forward measures to conduct on-the-job training scientifically and properly in the future by various means. It aims to correct those problems that don't fit in with the needs of society and provide theoretical and practical guidance for training mechanism.
