The disabled employment is an inevitable problem in reality and the disabledemployment security fund system is an important systematic arrangement for thedisabled employment.At present, domestic government, experts, scholars and thepublic are becoming more and more concerned about the issues on thesupervision to the fund, as it comes from taxpayers, is to carry out the functionsof the institutions for the disabled employment. Strengthening the management tothe disabled employment security fund will promote the development of thedisabled.Based on the current situation of management in the disabled employmentsecurity fund of Hunan Province, the author has found a series of problem, whichare, insufficient effort in collecting the disabled employment security fund;inappropriate proportion of expenditure and the adjustment fund; absence of fundsupervision. These problems are caused mainly by imperfection of regulations,lagging management awareness and lagged management measures.From theperspective of systematic analysis, to solve the above mentioned problems, weshould combine the theory of social security fund management,and start with thefollowing steps:1st, optimize the legal environment of disabled employmentsecurity fund management;2nd, strengthen publicity,expand the collection andchange single contribution rate;3rd, enlarge the scope of fund expenditure and fixon reasonable expenditure rates, and most importantly,reduce agency funding andsubstituted funs;4th, carry on management patterns of provincial planning andmunicipal implement;5th, construct a trinity monitoring system of judiciary,administration and society. |
