So far, it has been more than twenty years since voluntary service officially entered into China, which is still in the initial stage of development due to a late start. However, based on its great social influence, we have constantly kept seeking answers to how to promote the voluntary service. For instance, it has been particularly pointed out in the report of the Eighteenth National Congress of the Communist Party of China that, in order to lead the people in completing the building of a moderately prosperous society in all respects, to strengthen and make innovations in social management, and to conduct social management in a more scientific way, we have to creatively bring the force of voluntary service into the community construction. It is worth noting that, this is the first time the certain group of volunteers has been separately pointed out over the years, which shows that volunteers, as a new force that can not be ignored in the development of Chinese characteristics, has been playing a more and more important role in the big picture of the social, economic and cultural construction. It is no wonder that, the voluntary organization wants the new volunteers to have a strong sense of belonging, identity, and responsibility for the organization.
