Study On Management System For Beijing Recurrent Population

With the development of society and economy,and the deepening of urbanization process since China's reform and opening-up policy,the urban-rural gap,on one hand,has led to a surge of large surplus rural labor into cities;on the other hand,it resulted in large population mobility from one city to another due to the imbalanced progress of economy and society of cities in different regions of China.The movement of most recurrent population into Beijing,a metropolis with resource superiority in history,politics,culture,economy,education and technology,has put pressure on local resources and environment.This paper mainly makes a study of management system for the transient population,and firstly analyzes the existing circumstances of floating population,and its management situation;and then points out problems concerning the current related management system,and finally offers a proposal to improve the recurrent population system through an in-depth analysis of the causes of those problems above.The current problems caused by transient population include the size of recurrent population in huge-scale but maldistribution,tense situation of public security in the combination area of town and country,potential safety hazard existing in group house rent in main city zone,high management cost but low efficiency,lack of service,weakness in the function of public services,and etc..The reason of bringing about this problems is owing to not only macro-policy,issues left over by history,and recurrent population-caused problems,but also the inconsistency between management demand of transient population and the weakness of present management system.Under the management system of "separation but in parallel control" between population with household registration and recurrent population,it's Beijing Recurrent Population and House Rent Regulatory Commission,and its affiliated office that systematically administer the transient population.However,with the lack of cooperation and coordination between districts and departments,"dispersion in upper floor unit;helplessness in the middle;and powerlessness in the base" arises with the gradual exposure of drawbacks,like barriers between different departments and regions,multifarious administration,and decentralization of authority and responsibility.Meanwhile,there are other problems regarding service funding,deficiency of men,and general low quality in grass-roots level managers,leading to not meeting current management need for transient population.The present problems concerning Beijing recurrent population need to be solved by drawing on the management experience of other similar cities,continuing deepening the understanding of transient population issues,and strengthening management through scientific and effective measures.Ideologically,with strategic vision,service and long-term concept,the idea of the awareness and thoughts with characteristics of "diversity" and "precaution" inherited from history should be resolutely discarded;regarding organization setup,whose system obstacles should be broken through,and its management system should be straightened,a uniform and strong population administrative organization should be established to realize localized and integrative management;with regard to rules and regulations,they should be made scientific and effective to intensify efforts in protection with multi-channel supervision,and "localized" and "integrative" management system measures put into effect.
