“Power tends to corrupt; absolute power corruptsabsolutely.”In the social transformation time, our officials who masteredthe social resources by distribution as “power holder”once escaped fromsupervision or abused their power by stealing the public property,that willbring irreparable damage to our party and state and affects the personalinterests. Therefore, to expose officials’ property to sunlight and buildup the the property declaration system is imperative.Punishing andpreventing officials, property crimes is the key point of Anti-corruptionwork,but because the investigating work is hard and bring high cost, someofficials who have violate the property law get away with it. The Propertydeclaration system is the breakthrough of Anti-corruption fields toprevent corruption and compress the living space of power seeking-rent.The Property declaration system was regarded as one of good measures toprevent and limit corruption in Many countries an places and they havealready built up their “own Anti-corruption”.By combining international experience with our national conditions,webegan to apply Property declaration system since1986. Now we have formsome policy and documents which were proved to be effective,but after thetrying of some governments’ pilot places and the public discussion we findour Property declaration system has many weak points,such as the tenablesystem,the narrow subjects of declaration,fewer kinds of propertydeclaration,the unreasonable submit time and faulty checking. After the18th National Congress of the Chinese Communist Party，many leaders of ourparty and state such as Xi Jinping/Li Keqiang YuZhensheng emphasized theimportance of Functionary’Property declaration publicly in differentsituations,and they unfolded their wealth to set a good example for otherofficials.In reference of the situation of Anti-corruption,we mustcarry out the Functionary’Property declaration system as soon as possible.This thesis was divided into three Parts:The first part discusses the current situation and the researching significance of the Functionary’Property declaration and map out the basic theory.The second Part analysesthe Functionary’Property declaration in Korea, America Philippines,Hong Kong and other countries an places.The third part looks back overthe development of the history of Functionary’Property declaration in ourcountries to introduce the current situation,and this part also explainsthe specific requirements of《the rule of officials declaration to concerneditem》.And analyzes the reasons of current problems and the necessity andfeasibility on Functionary’Property declaration reform according to theproblems of the current Functionary’Property declaration system. Lastly，I try to make some suggestions to perfect Functionary’Property declarationsystem in our country and look to the future of this system.
