Study On The Responsibility Of The Citizen’s Moral Construction In The Government To Fulfil

China has been practicing the socialism market economy since the beginning ofthe1990s. Spurred on by its reform and opening up, China’s economic systemtransited from planned economy to market economy. With the continualintensification of the economic system and rapid development of culturalundertakings, China has entered a period of change of social transformation. But withthe economic development and social progress, it will lead to the transformation ofsocial morality and spur new code of ethics and requirements. In this process, due tothe new moral system has not formed, old moral system cannot meet the need ofdevelopment of the times, which leads the phenomenon of moral decline and evenmoral decline appears in the area of construction of spiritual civilization. The case ofPeng Yu and the event of Yue Yue show the disadvantage of the social ethics system inChina. The negative phenomena such as the corruption of public morals,utilitarianism, money-worship, hedonism ultra-individualism and so on diffuse in thewhole air of the society. The phenomenon of corruption among some officials,confusing truth and false and confusing the good and the bad, the beautiful and theugly have caused the dissatisfaction of people, which seriously hindered thedevelopment of our harmonious society.Government plays an irreplaceable role in civic virtues construction.Government, as the most important or influential organization among publicorganizations, takes it for granted that fully fulfilled its responsibility as the leader ofcivic moral construction and took on the important responsible of promoting civilmoral construction. Now the government has taken on a new function in civic moralconstruction. The Implementation Outline for Civic Moral Construction emphasizesthe government not only has to strengthen the moral cultivation, but also gives morepublicity to the legal system. What’s more, the government should rule the country bylaw, strengthen the accounting law enforcement, maintain social morality environmentso that it can provide a powerful law support and institutional guarantee. Governmentcarries on role orientation and supports for various legal system with their strongpublic power in order to establish and perfect moral system which adapts to thesocialist market economy and complies with the law of social development. Under thejoint efforts of government and society, the citizen moral construction in China will make a significant progress. The paper has adopted documentary research method,field investigation and interdisciplinary study in aim to mainly analysis the positionof government in citizen moral construction. The paper maintains that the missing ofadministrative ethics, the wrong view on administrative achievements, deficiencies offinancial investment and so on is the key of the government duty in the citizen moralconstruction of our country. To solve the series of problems, we have to establish amodern moral legal system, perfect the social credit system, reconstruct of thegovernment moral responsibility system and so on. By establishing, improving andperfecting of this series of measures, our government responsibilities in citizen moralconstruction can be put into full play to promote the development of citizen moralconstruction in our country.
