The Research On Local Governments Of The Responsibility In Facilitating Migrant Workers’ Integration Into Cities

As urbanization and industrialization are developing rapidly in China, migrantworkers in our country have made up a significant part of China’s labor force andgreatly facilitated urban development. In recent years, China’s local governments arevery concerned about the issue of migrant workers. A series of relevant policies havebeen implemented and a certain effects have been achieved. However, up to now,local governments’ basic public service fails to cover all the migrant workers. Migrantworkers have not been fully accepted by the cities. Migrant workers’ smoothintegration into cities has a direct influence on building a well-off society, balancingrural and urban development, solving the “Problems about Agriculture, Countryside,and farmers”, and safeguarding social justice. Resolving the problems emerging in theprocess of urbanization requests the government to take its responsibility. Therefore,in the light of government’s responsibility, this paper deeply analyzes theresponsibility of our government in promoting migrant workers’ integration into citiesby learning from the quotable experiences of other countries and useful explorationsof some cities, so as to provide path selection for our government responsibility’sorientation and realization of migrant workers’ integration into cities.The paper first presents the research background and value of the topic, listsrelevant domestic and foreign literature about migrant workers’ integration into cities,and introduces main contents and research methodology. Then the paper theoreticallyanalyzes the problem of local governments’ responsibilities in the progress of migrantworkers’ integration into cities. The paper analyzes the deficiency in localgovernments’ relevant responsibilities. The paper also briefly describes the typicalpractice of migrant workers’ integration into cities in some foreign countries withadvanced experience in urbanization. In the end, the paper comes up with someadvices about how local government can fully realize its responsibilities in enhancingmigrant workers’ integration into cities.
