Couple with the deepening of reform and opening up and the establishment of the socialist market economic system, more and more non-governmental organizations (NGO) came into being. NGO played very important roles in assistting government to social management and satisfying public needs of mass of people and promoting social harmonious development in the management of public affairs.At present, social capital is a very popular concept, and trust, norms and networks are its core elements. Theory research and practice shows that social capital was precious resources of any organization and the stock of it directly influenced the survival and development. There is no exception for NGO. And the NGO was deeply related by several factors as follows, the cooperated standard of NGO, the credibility of social, and the opening degree of social relationship network.From the point of view of social capital to analyze the development status quo of China’s NGO, we can see, most of NGO were faced with development dilemma, such as lack of credibility predicament, shortage of cooperated standard predicament, underdeveloped social relationship network predicament and so on. The root reason of NGO faced was the shortage of social capital of NGO, and the main expression were as follows, imperfect laws and regulations, thin public participation consciousness, weak social trustworthness, weak self-ability of NGO and so on.For promoting the development of NGO, a serial of measures was proposed viewed from social capital, through the building a good cooperation standard with government, enterprises, and publics, building the opening social relationship network including fund-raising network and volunteers network and so on, through enhancing cohesion and social trustworthness of NGO. All of this were used for improving the health development of NGO.
