In the days of building of a service-oriented government and promoting the rule of law, it is significant of clear city-governed district function positioning.This master’s thesis adopts the combination of theory and empirical methods, first reviews the development of the municipal government, summarizes the experiences and lessons, and finds the city-governed district functions still existing some problems, through literature reading mastered the basic theory and the investigation and interview method to understand the reality.Then it analyzes the reasons of restricting city-governed districts function positioning, taking Yandu District, Yancheng as subject, insight into the city-governed districts government function positioning problems in practice, are both the commonness, mainly includes: 1, the lack of effective support laws and regulations; 2, "isomorphic responsibility" phenomenon is serious; 3, the administrative law enforcement restricted; 4, lack of effective operational mechanism. And individual differences, such as positioning of "district organizational system, the system at the county level" is not accurate, "the industry foundation is weak, the number of villages and towns is more", "lack of advanced management concept, overall quality is not high", these two factors restrict the Yandu District of the accurate positioning and functions.On the basis of these reasons of above problems, it points out a clear direction of Yandu District positioning according to the function of legal principle, the principle of separation of powers, and other functions of the specific principles, and puts forward the corresponding suggestions: 1, developing district economy and strengthening economic functions; 2, perfecting the legal system of form a complete set and optimizing function positioning; 3, make a standard power responsibility and outstanding with responsibility; 4, make a reasonable division of The finance and highlight the district subject; 5, set up the dispute coordination mechanism; 6,improve administrators’ comprehensive qualities. Through these efforts, Yandu District is going to optimize city-governed district function positioning, and to promote the science development of district.
