The Research On Improving Management And Supervision Of SDMSA

Along with development of market economy, transformation of government function and construction of a service-oriented government become the direction and goal of government and administration. The core of the service-oriented government is the improvement of administrative effectiveness. As to maritime safety administrations which are the competent authority for maritime traffic safety supervision and management, the improvement of administrative effectiveness is the inevitable requirement to implement the scientific outlook on development and improve public administrative and service capability. As to Shandong Province which is a coastal province taking marine economy as its development direction, under the circumstance of vigorously promoting the construction of the peninsula Blue Economic Zone, strengthening capability construction on maritime supervision and management and service, improving maritime administrative effectiveness have great realistic significance for enhancing coastal area maritime emergency response capability and enhancing government’s maritime management and service ability.Presently, relevant international organizations and domestic units mainly focus on research on evaluation of maritime supervision and management achievement instead of analysis of how an organization achieve the goal from the perspective of the goal, structure, staff, technology, circumstance, mechanism of that organization or other relevant factors. Based on the reality of SDMSA, The thesis will make a thorough analysis of the organizational structure, development goal, staff status, technical equipment, development circumstance and working mechanism, and put forward measures to improve maritime supervision and management effectiveness of SDMSA.The thesis contains six chapters. Chapter one is the exordium, briefly introducing the research background, significance, research status at home and abroad and research methods adopted. Chapter two is relevant concepts and theoretical basis. Based on analysis of administrative efficiency, benefit and effectiveness, this chapter puts forwards concept of maritime supervision and management of SDMSA, and elaborates factors on improving, administrative effectiveness, including goal system, organizational factors (staff, structure, technology and exterior circumstances), and management mechanism. Chapter three is the analysis on supervision and management effectiveness and restraining factors of SDMSA, which analyze the reality of supervision and management effectiveness and restraining factors of SDMSA combined with factors determining administrative effectiveness of administrative organization. Chapter four briefly introduces the administrative effectiveness of Korea Coast Guard. Chapter five is the measures and advice on improving management and supervision effectiveness of SDMSA, elaborating thoroughly measures and advice on improving management and supervision effectiveness of SDMSA from the perspectives of improving maritime duty system, building and improving human resource management mechanism, enlarging investment in maritime supervision and management equipment and facilities, promoting e-government affairs, improving internal management mechanism, constructing culture and value system of SDMSA. Chapter six is the conclusion of the thesis.
