VTS has become an indispensable modern method for maritime sector and the core of modern maritime digital supervision management mode. However, through nearly thirty years’operation and development, it is now entering into a "bottle neck" period, failing to exert VTS public service efficiently. This article, from the perspective of the application and method practice of New Public Management Theory, attempts to research how to improve the level of VTS public service and to break the bottle neck in inadequate VTS efficiency, to further enhance the level of VTS public service so as to meet the demand of Marine traffic security assurance raised by the public, thus promoting the VTS in a scientific way."Analyze the situation and pinpoint the problems"section. The paper attempts to apply New Public Management Theory to analyze and define the concept of VTS public service, its essential features and content. On the basis,the paper analyze the current status and the key problems, contends that the concept influence based on traditional administrative supervision, has led to the long-term unsoundness of administrative system, the sustained lag in the construction of VTS attendants, and other fundamentally historic problems. What’s more, there is a big gap between the currently domestic VTS public service level, which also doesn’t match the advanced technical means, and the demanded "high standard", as well as between domestic management level and the international one."Countermeasure" section. The main points are:the main route to solve the ambiguity in the function of positions and the unsoundness of institute staffing is to clarify the standards of classifying monitoring zones and personnel allocation. Furthermore, innovating the mechanism of VTS talents importation training, excitation, reward and punishment functions to solve the long-term lag of attendants.Perfecting VTS management system and legal basis, strengthening the internal and external environmental basis of VTS operation and management, heightening the level of electronization of VTS public service, and building VTS public service brand is an effective way to improve our nation’s VTS public service level.
