Abstract:"The three official consumptions"(referring to government departments spending on official receptions, vehicles and overseas trips) as a necessary part of daily government spending, is the material foundation of government power operation. The money comes from the public and thus the ultimate goal is to serve the people better. However, in recent years, with the increasingly serious phenomenon of government corruption and the rampant abuse of funds, its harmfulness is self-evident. As a result, the opening of "the three official consumptions" has been forced to put on the agenda. To comply with public interest, in March2011, premier Wen jiabao at the executive meeting of the State Council made the decision that government should open the specific budget and implementation of the consumption to the public and accept public supervision. It is worth nothing that the opening of "the three official consumptions" is just a result of tradeoff owing to the background of the entire budget system losing effect, Therefore, the system of opening "the three official consumptions" is a transitional one, which is originally designed promote the overall budget publicity and transparency through selecting opening "the three official consumptions" as a turning point and breakthrough. The system of opening "The three official consumptions" still exists many shortages. After its perfection,eventually modern budget system will take the place of the system of opening "the three official consumptions", which is the develop direction of the system.
