On The Study Of The Construction Of Rural Settlement In Xixian Xinyang City

Rural settlement has been formed automatically in the past time for the convenience of farmers’work and life. A rural settlement is a village and there are several families living together. All of them in the same rural settlement are familiar with each other. They can be relatives based on the age and position. As a matter of fact, the differential pattern exists among them. These villages are formed because of the blood and geographical relationship and there are two features. First of all, they are closed to the farmland, which is convenient for their work and life. Secondly, they are far from cities and the inconvenient traffic and impassable roads lead to an out-dated rural settlement. As a result, the living-standard is very low in the rural settlement.The land resource is more and more important in recent years, with the development of the fast construction and the occurrence of the food security problem. The local governments at all levels consider increasing the construction land at maximum rate as the primary task under the premise of protecting the cultivated land. Although the society and new rural settlement develops fast, the vacant villages still exist in our country. The waste of land resource is obviously due to the unscientific planning of the vacant villages, which features as the irrational construction and structure and out of limits of land. Xinyang city has been approved as the comprehensive experimental zone of rural reform and development by Henan provincial party committee and government in April2009. Xinyang city makes full use of policies and make bold practice and exploration in the construction of rural settlement under the condition of fierce contradiction between people and land. This thesis takes the rural settlement of Xixian as the research object, and tries to explore the questions and efforts about the rural settlement consolidation in the construction of the experimental zone and also presents some advice.There are five chapters in the thesis. Chapter one is the introduction. It includes the reasons for the topic, current situation, research method, technical route and some terms. Chapter two is the background about the construction of Xixian rural settlement in Xinyang city. It emphasizes the background and significance of the comprehensive experimental zone of rural reform and development in Henan province. The background will be described from three perspectives, which are the orders of the Central Committee of the Communist Party of China, the needs of Henan province and the qualifications of Xinyang city. This chapter will analyze the connotation and significance of the construction of comprehensive experimental zone based on the physical situation of Xinyang city. Chapter three is the basic theories about the construction of rural settlement in Xixian, Xinyang city, which covers the Human Settlement Theory, Scale Economic Theory, Public Participation Theory and Pareto Optimality Theory. Chapter four is the current situation and problems of the construction of the rural settlement in Xixian, Xinyang city. The problems contain the phenomenon of occupying land irregularly, the poor supporting infrastructure and bad residential environment and so on. Chapter four mainly represents the following aspects, deviations in the cognition between the cadres and masses, lagging infrastructure, unscientific planning of the construction of rural settlements, land restriction and difficulty in fund-collection. Chapter five is the advice in promoting the construction of rural settlement in Xixian, Xinyang city. It proposes the principles, methods and working mechanism of the construction of rural settlement. It also gives some advice in doing a good job of rural land rights and certification, protecting farmer’s rights, raising and investing fund and so on.Xixian is a traditional agricultural county, also a major food production county. Most of the administrative villages are lack of resources and regional advantages. Xinyang city promotes to construct the comprehensive experimental zone of rural reform and development corresponding to the higher authorities, the local city and the masses’ needs. It can reflect the problems more obviously in the process of the construction of the experimental zone and the proposed advice will be more specific and efficient to research the consolidation of the rural settlement.This thesis consults the following consolidation modes such as the mode of apartment and community, the mode of integral moving the settlements and transforming in other regions, the mode of moving and combining the villages and constructing a central village, and the mode of controlling the land using of the settlements. This thesis explores five modes including the mode of crowd-funding and joint construction, mode of market promotion, mode of successful people promotion, mode of integral moving the villages and mode of supporting and relocating village based on the physical condition of Xixian, which are also the innovations of this thesis.
