Innovative Research On The Operational Mechanism Of Rural Land Based On A Perspective Of Polycentric Governance In Poor Mountainous Areas

In China, since the reform and opening-up policy and the household contract responsibility system were implemented, managerial authority was separated from ownership of rural land, which was promoting the development of rural economics. Now, with the process of late-model urbanization and rapid expansion of economy, our agriculture has been being in a brand-new stage of development which is transforming traditional agriculture to modern agriculture, which causes the disadvantages of decentralized operations of our farmland in miniature. The development of economy is limited by the limitation of the present rural land mechanism. There are many outstanding problems during the rural land transserring. This essay will take Xiangxi Tujia&Miao Autonomous Prefecture (hereinafter referred to as "Xiangxi Autonomous Prefecture"), which placed in mountain area of Wu Ling, as an example to analyze the questions of rural land transferring in impoverished mountain area by using Elinor Ostrom’s polycentric governance theory. It aim to, according to the research, offer countermeasures and proposals for rural land transferring in impoverished mountain area from mechanism innovation, which has a great significance in strengthening characteristics industry construction, promoting the industrialization of agriculture, developing modern agriculture, constructing new socialist countryside and so on under the background of Poverty Alleviation.As a great agricultural prefecture, Xiangxi Autonomous Prefecture is promoting rural land transferring by using a series of measures, however, it cannot be developing rapidly rely on simple market mechanism as a result of particularity and complexity of rural land transferring. Based on this, this essay will,at first, research "Mechanism Innovation" in rural land transferring in impoverished mountain area as the main line and explain the general situation of rural land transferring in Xiangxi Autonomous Prefecture, which is based on polycentric governance theory, equity theory and scale management theory from the angle of Public Administration or Public Management. Secondly, it analyzes the causes of problems in rural land transferring in Xiangxi Autonomous Prefecture from these sides which are programming guidance mechanism, pluralistic mechanism, transferring regulation mechanism, contradiction negotiation mechanism, and public service mechanism. Finally, it has a Mechanism innovation in rural land transferring in impoverished mountain area form polycentric governance theory, and offers countermeasures and proposals from the two facets which are visual angles choosing and strategy structuring of the mechanism of rural land transferring.There are three main innovations in this essay. Firstly, this essay discusses problems of innovation of land transferring and builds basic thought and countermeasures for the mechanism of rural land transferring based on polycentric governance theory. However, it also has a deeper research in rural land transferring mechanism by Economic theory, which means it is not limited in polycentric governance theory. Secondly, this is the first time to ascertain subject investigated to Mechanism Innovation in rural land transferring in impoverished mountain area, which has different characteristics and pertinence. The final one is that this essay analyzes problems of land transferring in Xiangxi Autonomous Prefecture, which has a great significant guidance to promote the work of rural land transferring in Xiangxi Autonomous Prefecture.
