The Research Of Polycentric Governance In Rural Library

It is one of the core concepts of the public library building that have every citizen enjoy equal and open service of library. China is a large agriculture country. The rural residents accounts for 50% of the total national population. So to guarantee rural people’s equal rights of using social and cultural resources, the effective functioning of rural libraries plays an important role. Currently, there are many problems in rural library establishment and governance in our country, such as shortage of funds, lack of expertise, unclear development direction and the simple governance body and so on. Based on these issues, take rural libraries in Ningbo as an example, the essay is a deep study on the problems in Ningbo rural libraries’ governance, with using of empirical research, literature reference, field visits, etc. It also combines with polycentric governance theory and IAD framework analysis theory, to bring forward proposal of building a multi-center views of rural libraries governance mechanisms.The essay is divided into four parts. Firstly, it explains the research background and significance, defines the concept of rural libraries, focuses the main issues in rural libraries governance, and finally compares the research situation home and abroad. Secondly, it explains the theoretical principle of rural libraries’ polycentric governance, analyzes concepts of public facilities and quasi public facilities, and introduces polycentric governance theory and several sub-concepts under that framework. Thirdly, it mainly studies on the governance situation of Ningbo rural libraries, tracks back on the way of governance evolution, analyzes the achievements, investigates the existing problems, and finally concludes into the inspiration for building polycentric governance framework of rural libraries. Lastly, the essay comes up with a strategy of polycentric governance framework of rural libraries. From the participants, cooperation platform, three levels of system design, etc., it builds effective operational framework, and offers practical suggestions of carrying on rural libraries’ polycentric governance framework.
