| For a long time,rural areas have occupied a dominant position in China’s society and culture,but in the process of urbanization,due to the impact of reform and opening up,industrialization and urbanization,rural development has encountered a series of problems.In particular,the value of rural homes is gradually weakened,and farmers’ dominant position is difficult to be guaranteed.They are often passive participants in rural development and construction,and cannot fully express their opinions and Suggestions on rural development.Therefore,it is necessary to build a rural multi-governance mechanism with villagers as the main body,fully guarantee the principal position of villagers,and solve the problems encountered in the current rural development[1].This paper introduces the theory of multiple governance into the rural governance mechanism,and USES the case study method to select The M village that has achieved good results in multiple governance as the object of case study,analyzes its multiple governance mechanism,and obtains its governance experience and improvement.First of all,relevant information was obtained through semi-structured interview and secondary data collection.Combined with a comprehensive analysis of the interview data of relevant personnel,the subjects and processes involved in governance in M village were summarized.Then,based on the theory of multiple governance,the subject is divided into the government level,the market level and the social level,and the governance mechanism at different levels is discussed by analyzing the function play of the governance subject at different levels and the interaction between the subjects.The research finds that the experience of M village in achieving governance results is:good top-level design of the government,the introduction of social capital stimulates the governance vitality,and constructs the mechanism of cultivating endogenous power and autonomous ability.At the same time,it is pointed out that the governance mechanism of M village also has some problems,such as the imperfect communication and consultation mechanism of multiple subjects,the unstrict reward and punishment mechanism for performing public behavior,and the imperfect professional mechanism for mobilizing villagers.In the end,this paper discusses the optimization strategy of rural multi-governance mechanism from three dimensions,and provides some references for rural areas that are willing to take the road of multi-governance.The results of this paper conform to the logic of two-way interaction between government and society in China’s rural governance.On the one hand,it provides optimization strategies for rural governance;on the other hand,it can enrich and innovate the content of governance and revitalization in the rural revitalization strategy and provide relevant practical experience. |
