Cadres choosing and employing play an important oriented function in construction ofteam of executive cadre and administrative process. Cadres selection closes party and nation topromote decline success or failure,so the establishment of cadre selection system which is anscientific, standardized and efficient system is the precondition and guarantee of selecting andappointing competent persons. As the primary link of the cadre selection,initial nominationplays a crucial and guiding segment in job of cadres selection well is a key part of selectingexcellent cadres.However, for many years, there has been a lack of clear and perfectrequirements in the link of initial nomination. These shortages cause a series of problems in theprocess of the initial nomination of grassroots cadres selection, and it also have made muchmistakes and have resulted in corruption,which against original purpose of cadre selectionsystem.EnPingShi in cadre selection work actively for the innovation and practice, the trial of thebalance of party cadres nomination system. Throughout the city formed the cadres at all levelsactively the independent, active learning, the good atmosphere of learning. Competitiveselection activities, not only increased the cadres have also brought cadres have passion,talented talented people, cadres of the stimulated innovation consciousness, the work has beencarried out.Taking EnPingShi cadres nomination as the research object, analyses the initialnomination in the background, by applying the theory of management science, political sciencein the system are analyzed and exploration. Deeply analyzed the cadre selects nominationsystem existing problems and causes, and this part of the problem and cause of centralismmanifests in the wrong understanding of the system itself, incomplete supporting system, theinitial nomination system itself is not sound and cadre team construction work are leaky.Aiming at the existing problems and causes of the initial nomination system, puts forwardsome Suggestions of the author. Include: consummate the initial nomination system,innovating the mechanism of cadre selection and appointment, innovation practicestrengthening nominated responsibility, adhere to democratic centralism and so on in order toimprove the initial nomination system.
