This thesis studies how to standardize and perfect the nomination in the cadre selection and appointment system of the Communist Party of China.The thesis is divided into five chapters. Chapter1is the introduction. It introduces the research background, significance, status and problems. Then Chapter2to5constitute the main part of the thesis. These chapters review the reform of the cadre selection and appointment system, analyze the present situation of the cadre selection and appointment and its problems, offer an insight to the theory and practice of the cadre’s nomination and conclude with some countermeasure and recommendation on the standardization and perfection of the nomination system.Chapter1firstly introduces the background and significance of the research on the thesis topic. It indicates that the Chinese Communist Party has attached high attention to this topic of the times since the17th CPC National Congress. This chapter also studies the research status and the methodology of the nomination and lays the foundation for the thesis’ research work. Then, I define and analyze the concept of nomination to have an accurate understanding of the research object. Last but not least, I explain the research methods, features and shortcomings of the thesis.Chapter2reviews the reform of the nomination system of the cadre selection and appointment. According to the research findings of the history of CPC building, I look back to the three major stages of the nomination system’s reform in line with the development of the cadre and personnel system. And I summarizes the transformation of the nomination system from the highly centralized way to the hierarchically classified, democratic and open way to understand the experience and lessons in the reform in a more profound and wider view.Chapter3analyzes the present situation of the nomination system by summarizing the progress of the reforms in the recent years and revealing the problems to the system&their causes. While fully affirming the reform’s achievements, I also put forward the problems in the reform, for example, the lagging of the overall nominations institutionalization, the offside and the absence of the nominating body, the ambiguity and incompleteness in the nomination process, the deficiency of the specification on the nominating standards, the inadequacy of the requirements of the nomination, the blurs and the difficulties in the accountability.Chapter4looks into several key questions in the nomination of the cadre selection and appointment. This chapter shows that the cadre’s nomination work must adhere to the basic principle of the party assuming the responsibility for cadres. The first hand’s nomination is the key to the standardization of the work. And the enhancement in the nomination’s democracy is a guiding direction. At last, the accountability acts as the inner basis of the system.Chapter5provides some countermeasure and recommendation on the standardization and perfection of the nomination system. I propose6pieces of recommendation, i.e.,"orderly nomination","nomination for specific reasons","nomination by the nominating body","nomination under the requirements","nomination with accountability", and "nomination in the knacks".
