The initial nomination means the process of proposals to adjust cadres and nominate candidates for intentionality before democratic recommendation in the selection and appointment of cadres. As the first procedure in the cadres'selection and appointment, the initial nomination plays an important role in guiding the work of selection. However, as the basic rules for selecting and appointing cadres, "The Regulations of Selecting and Appointing Leading Cadres of Party and Government" doesn't clarify and standardize the initial nomination as a separate part. There exist blanks in the system of selecting and appointing cadres. This operation resulted in a more casual part of the initial nominations, a large space in the operation, and a lack of supervision and constraints. This also affects the quality of the work of selecting and people's approval, and leads to some unhealthy tendency to some extent. According to the above, based on the requirements for selecting and appointing cadres proposed in the 17th Session of the General Assembly and the Fourth Plenary Session, and in "the Deepening Reform Program in the initial work of the nomination in the Cadre and Personnel System from 2010 to 2020";aiming at the outstanding problems in "the initial nomination "part; actively absorbing and learning the achievements of practice and research on standardizing the initial parts of the nomination in recent years, this paper conducts a systematic research on standardizing the initial parts of the nomination by using various methods comprehensively, such as reference literature, dialectical analysis, comparative analysis, and synthesis. This paper is divided into four parts.The first chapter is the Introduction of this paper, which will describe the background and significance of the subject, current research, studying projects and research framework, research ideas and methods.The second chapter will analyze the status of the initial nominations in the cadre selection and appointment, summarize main practices of the initial nomination in various districts, and analyze the experience and useful insights of proven practices.The third Chapter will discuss the main problems and reasons of initial nominations in cadres'selection and appointment, analyze the current outstanding problems in the initial nomination, and analyze deep-rooted reasons which lead to the problems in the aspects of concepts, environment, system and supervision and so. The fourth chapter will try to complete the thoughts of the initial nomination in the selecting and appointing cadres, propose basic principles for improving the initial nomination, and give specific countermeasures and suggestions about how to perfect the initial nomination in the selecting and appointing cadres from six aspects:reinforcing the communication and education; clarifying the part of proposal; expanding the main body of nomination; regulating the nomination process, strengthening the nomination responsibilities; and establishing the supporting systems.The innovation of this research is that this subject pointedly, effectively, and tightly focuses on the weak links exposed in the actual work of selecting and appointing cadres; people the outstanding issues raised by the people; and difficult problems encountered in the exploration and practice and tries to find apt and specific ways to solve problems to take measures targeted to make this subject have a strong draw of reality. This paper tries to design a full; multi-angle; and overall system from the aspects of basic thoughts which standardizing nominations should follow; the specification of operation; and supporting systems, to form a theoretical system, a mature system design and a perfect shape of operation, and to make sure that the theoretical value of this research can quickly translate into practical results of the operation the initial nomination.
