| Since the new century,the rapid development of information and computer science and technology has promoted the rapid change of society.Human society has rapidly entered the information and intelligent era from the industrial era.The level of informatization and the degree of digitalization have become the key elements to measure organizations,and information resources and data resources have rapidly become important means of production.In the new era,the government’s Digital transformation has become a development element integrated into the national strategy.The State Council and the S provincial government have both written the construction of "digital government" as an important work in the Report on the Work of the Government.Promoting the construction of digital institutions and improving the efficiency of government affairs are the key to the informatization work of government departments at all levels.The G department of S province was not in a leading position in the previous wave of information construction,and the main problems faced were a lack of top-level architecture,insufficient infrastructure,and outdated application systems.Therefore,managing the Digital transformation project is an important opportunity and starting point for the G department of S province to catch up and achieve leapfrog development: on the one hand,it can plan and solve some basic capacity building problems as a whole,on the other hand,it can lay a good foundation for the future data governance oriented,AI driven digital intelligence.Based on such background of the times and the project,it is particularly necessary to study the risk problems in the management of Digital transformation projects by the G department of S province.This paper takes the risk problems in the Digital transformation project managed by G department of S province as the research object.On the premise of consulting a large number of literature,the basic framework and research process for risk identification,analysis and evaluation,and response monitoring of the project are formulated.In the risk identification stage,the preliminary identification was carried out by brainstorming,and 19 risk items were found in 4 categories.On this basis,Delphi method method was used to converge and unify opinions,Finally,13 risk items(including leadership support risk,organization coordination risk,team manpower risk,demand change risk,project progress risk,calculation planning risk,data migration risk,technical route risk,system training risk,machine room bearing risk,management security risk,network security risk,data security risk)were identified in 4 categories(including organizational risk,management risk,technical risk,security risk);In the analysis and evaluation stage,the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation method were used to qualitatively and quantitatively analyze the risk items,and the overall risk of the project was 64.02,which was at a relatively high level(6 out of 13 risks had a relatively high risk level,and 7 had a moderate risk level);In the response monitoring stage,a series of risk response strategies were proposed based on the actual situation,including seeking leadership support,establishing communication mechanisms,and strengthening personnel allocation for each of the 13 risk items.Risk monitoring mechanisms and measures were formed to ensure the effective operation of risk management and form a dynamic closed-loop.The research of this paper provides systematic risk management basis and measures for G department of S province to manage Digital transformation projects,effectively reduces project risks to ensure the steady operation of the project,and also provides reference research ideas and methods for party and government organs at all levels to carry out risk management when implementing informatization and digital projects. |
