Study On Shanghai Regional High Risk Crime

Regional high risk crime means criminal activities made by people featuredwith geographic and a bunch of criminal risk factors. This kind of crime differs theother general crime with its higher frequency, longer persistence and duration. As atypical regional high risk criminal group, theft group of Dao county, Hunan Province,who steal bags in shopping malls are featured with high percentage of female thievesconducting as one group and in high frequency. Usually, the female members ofthe theft groups of Dao county, Hunan Province are either pregnant or carry babies intheir arms so that to avoid punishment. This has brought huge challenge to thepublic security bureau.The author of this thesis has collected a variety of data on people of Dao countythat are filed in the Shanghai Public Security Bureau online system, made thoroughanalysis on the current status of the crime that are conducted by the people from Daocounty, Hunan Province, their identities and behavioral characteristics, and thusproposes preventive actions based on community crime prevention and effectiveattack method led by intelligence and detection. This article is divided into three chapters. The first chapter starts with theanalysis of the current crimes conducted by regional high risk theft group of Daocounty, Hunan Province. It analyzes the background information, criminal methods,geographic condition and development process based on the solid evidence data thatcollected in the daily work.In the second chapter, the author analyzes the identical and behavioral characteristicsof the theft group of Dao county, Hunan Province based on the data he has collected.It has been found that the theft groups of Dao county are mainly consistent of femalemembers in age structure of30to40. They are usually in low education and inpoverty. In terms of the behavioral characters, the theft groups of Dao countyusually conduct as one group. They are quite professional and have strongercapability of counter-detection.The third chapter discusses the prevention and attack of the theft groups of Daocounty, Hunan Province. The author proposes preventive actions based oncommunity crime prevention and effective attack method led by intelligence anddetection, the improvement of the detain so that to better handle such unique theftgroups.
