The employment system for civil servants study how to select the most qualified person in the right way, ensuring fairness and justice. The scientific implementation and improvement of the employment system for civil servants is of great importance to improve civil service system, build a contingent of high-standard and professional public servants, impetus scientific progress and build a harmonious society. To our Jiangsu province, the effective implement of the system establishes the basis of a high efficient, well-coordinated and standardized administrative system.On the basis of theory studies, we make an empirical analysis of the system’s fairness and scientificance, correlation between the tests and jobs. The data show the test of our province embodies fairness and scientificance, reflect the true level of the candidates. The candidates standing out is adequate to the work.But, at the same time, there are still some problems. Viewed from the system, the policy and statute system is to be strengthened. Viewed from the testing process, the unscientific written examination and the single interview can’t totally test the quality of the candidates. The quality of the interviewers is to be enhanced. Viewed from the security system, supervising mechanisms need to be improved, and tests’vulnerabilities need to be eliminated soon.To set up a fair, impartial, scientific and effective employment system for civil servants, first, we should establish and perfect the system of laws and regulations. Then our province should formulate specific implementing measures, perfect the rules and regulations as soon as possible. Second, we should improve and perfect the process of competency testing. At last, we should establish and improve security system of the recruitment of civil servants.Improving and perfecting the employment system for civil servants of Jiangsu; province which is scientific and standardized will certainly be human capital for building a moderately prosperous society and speeding up socialist modernization. It will also have great theoretic and practical implications for scientific development of the employment system for civil servants.
