For the district-level governments of Shenyang city, Government Employee System(GES) is still a new personnel management system, it is a very important act for district-level governments who want to innovate the employ mechanism and introduce the professional and technology personnel whom are urgently needed. But a number of problems have arisen in the process of the district-level governments'GES practice. For this, based on the local research results, this paper systematically discussed the district-level governments'GES practice through the methods of theoretical analysis, comparative analysis and document research, Trying hard to analyze the problems arisen in the district-level governments'GES practice of Shenyang city in detail, seeking for the reasons why these problems arisen, and proposing corresponding perfection strategies.This paper contains six parts as follows:The first part:preface, include this paper's aims and meanings of title selection, literature review, research methods and innovation points.The second part:introduced the basic contents and the research value of this paper on two theoretical basis of GES——the new public management theory and the organizational contingency theory.The third part:thoroughly analysed the practice condition of the district-level governments'GES practice through local research, introduced its historical evolution, achieved effects, existing problems and the reasons why these problems arisen.The fourth part:comparatively analyzed the GES practice among Germany, American and Japan; Jilin province, Zhuhai city and Shenzhen city, got a number of salutary enlightenment to the district-level governments'GES practice.The fifth part:proposed strategies on how to perfect the district-level governments'GES from four aspects such as theory, management, legislation and system.The sixth part:conclusion, pointed out that only the district-level governments of Shenyang city based on making use for reference on the western countries and China'other provinces' and cities' practical experiences, face up to the problems, constantly summarize and introspect to seek for effectual measures, can they lay a good foundation for the extension of GES in the whole Shenyang city.
