People, resources, environment and development is the theme of city construction and development, it will achieve the city’s sustainable development only if solve the relationship between the four. With the rapid development of the social economy and the rapid growth of city population, also with the increasing of the output of domestic garbage, the city waste disposal work has gained more and more attention. The traditional landfill treatment not only need to takes up a large number of city land resources, but also produces serious pollution to the atmosphere, soil and water. How to properly handle the city domestic garbage and control the pollution of garbage disposal effectively has become an urgent problem needs to solve that many city administrative department concerns.As the more developed eastern coastal island city in China, Zhoushan’s output of domestic garbage reaches640t/d, and it also grows at an annual rate of6%to8%. In order to use the limited capacity reasonable and make the waste resource utilized, it’s urgent to look for a new way of domestic garbage disposal. This paper takes Zhoushan city domestic garbage disposal program as the research object, uses Analytic Hierarchy Process (AHP) to preferred select3kinds of domestic garbage disposal program (composting, landfill, incineration and generating electricity). According to the characteristics of Zhoushan city domestic garbage and the features of the city, as well as the factors of program argument which must be considered, it selected12indexes respectively from four levels of technology, economy, environment and society, and then quantified, normalized and evaluated comprehensively these indexes to establish the fuzzy comprehensive evaluation model. Thereby it can be concluded that the best order of Zhoushan domestic garbage disposal methods is:incineration and generating electricity, sanitary landfill and composting. The preferred way of domestic garbage disposal has the certain theoretical reference and guiding significance to the Zhoushan’s domestic garbage disposal in the future.While it’s processing the domestic garbage, the incineration and generating electricity project of the city domestic garbage can also make good social and economic benefits by generating electricity. It surely will get more and more applications from city domestic garbage disposal in our country.
