Since the reform and opening up, China’s private education is now in the standard developing stage after thirty years of development. With the rapid expansion of school running scale of private colleges and universities since1991, it is immediacy to increase infrastructure projects. Due to the single source of funds and the shortage of funds, effective cost control is vital both to ensure projects quality and to complete the necessary infrastructure projects on schedule in the limited funds case. But from the present situation of private colleges and universities, cost control is hard to achieve the desired effect due to the lack of normative and the usage of some traditional methods.The project cost management is the most important part of the project management. The cost control is the representation of multi-project management and the system engineering which applies necessary technologies and management methods to plan, organize and supervise the project. The research of cost control theory makes theory references on controlling the project cost and plays a vital role in the control of the project process and quality through project cost control.By taking the project cost control of private colleges and universities as the research object and the specific cost control theory as the foundation, through the research of construction project design and cost reasonableness control, the paper presents the method of earned value analysis’application to construction project cost control, analyzes both the earned value analysis theory and the main parameters. Finally by taking Huanghe Technology University infrastructure project as an example, the paper discusses the concrete application of earned value analysis method and provides the relevant guidance for the current realistic problems.
