Study On The Functions Of Local Government In Rural Home Pension Service

Since China's aging population has entered a period of rapid development,home pension is gradually becoming an important way for the aged.Compared with the urban areas,the rural old-age security system has more deficiencies,and the phenomenon of empty nesters is even more serious because of the large number of young and middle-aged people going out to work.In 2011,Zhejiang Province proposed to comprehensively build a government-led,social participant and universal concerned pension system.From 2013,Zhuji City spent three years achieving full coverage of home care centers in rural communities in towns and townships(streets),but meanwhile to see,this work,to some extent,has some problems such as excessive dependence on government resources and administrative operations,insufficient social participation as well as lack of the operation of marketization and so on,Which have bad effects on the construction of rural home pension system.This paper takes Zhuji as a case study.By deeply studying and analyzing the case,we try to find out the common problems and the dilemma that our country is facing in the process of promoting the rural home pension service,and give some constructive and practicable suggestions,thus provide certain reference for the sustained development of rural pension career.First of all,this paper described the study background,and analyzed the aging situation in rural areas,and finally concluded that the home-based pension is the best model which keeps in line with China's domestic conditions.Secondly,it analyzed the function of local government in the rural home pension service from the aspects of the welfare pluralism theory and public goods theory.Then,the author made a deep understanding of the development of the rural community home pension service in Zhuji city,and analyses the problems and causes of the government function orientation.Finally,based on the above analysis,some suggestions are put forward to improve the role of local government in the rural community.Through the research and analysis,the following conclusions are drawn:(1)The government is functional “offside”and “dislocation” in promoting the rural home pension service system.The formulation of policy and regulation has a weak foundation.The government function is decentralized;the policy propaganda is not thorough enough;the fund investment is unbalanced;the social participation is insufficient and is lack of marketization.There are obvious conflicts between the needs and supply.The system of supervision and evaluation are not sound.(2)based on the above research,the author found and analyzed what is responsible for the problems that the government function has in the rural community home pension service.(3)this paper gives some concrete suggestions in five aspects on how local government builds the rural community home service system,which promote the smooth implementation of the services for the aged I rural communities.
