Study On The Countermeasure Of Optimizing Rural Home-based Pension Service In Jiangxi Province

With the rapid development of population aging in Jiangxi Province,the contradiction of insufficient supply in traditional family pension services has become increasingly prominent.Especially in the rural areas,the large and rapid development of the large elder population with the long-term urban-rural dual system,the resources and supporting facilities which provide for rural residents are far behind the cities and towns,and the contradiction between supply and demand of pension services is particularly serious.In order to solve the pension problem in the countryside,Jiangxi came out a lot of policies to support “home-based pension services”.Some local government also implemented some practical exploration according to the real situation.However,with the development of this policy,many problems have been exposed,“home-based pension services”in Jiangxi is lagging behind.which directly affect the duplication and sustainability of the policy.This paper,based on the provincial situation and focused on the significant social project,found out that there are many problems still remaining.For example,the anxious of the existance of "Rural Community-based home" center.,the imperfect facilities,the single service,the low level of management services,the pension service problem of insufficient inclusiveness.And it figures out that the main reason is the backward idea,the inadequate transformation of government public function,the insufficient funds and the lack of professional service person.Finally,using the theory of equalization of basic public services and the theory of public products,this paper puts forward the basic countermeasures to optimize the rural home-based elderly care service in Jiangxi Province,including defining the function of the government’s public service,practically improving the security of home-based elderly care funds,reasonably setting up the service content,strengthening the management and service level of the main body of the rural home-based elderly care service,and doing a good job in the publicity of the rural home-based elderly care service And so on.In order to optimize the home-based elderly care services in Jiangxi Province to provide useful reference.
