Research On Police Reform Of Police Stations During Social Transformation

As the all-round establishment of well-off society and the promotion of socialistmodernization, China enters an important transformation of social development. For socialconditions and institutional context changing together with the highly dynamic socialstructure, social life, social psychology and mode of social control, police stations, thefrontline of public security organs in social administration, need to follow the trend of policereform.Focusing on the new tasks of police stations the transformation of society requires, thispaper discusses thoroughly the property, tasks and functions of police stations and presentsthe current researches on police reform home and abroad by reviewing its historical originand development. Through a theoretical debate on social transformation and an analysis ofthe particularity of social security, it is proved that public security organs must proceed theirreformation according to the social structure, social life, social psychology and mode ofsocial control at the period of social transformation. After an introduction of the four typicalmodes of police reform in China, a deep thought about sequence, form, target, scope andalso other factors of police services is deduced. An analysis on the operational andadministrative problems in mechanism and system of police service is made based on theactual work and real cases in DG sub-bureau. Through a close combination of theory andpractice, this paper concludes that police reform, including the simplification of hierarchyand the comprehensive use of police power, should follow the guidance of "improvementwithout increasing police power" and stick to the improvement of police serviceeffectiveness, control ability, service standard and policemen competence, gripping to thetask, resource, structure and environment.
