Influence Of Regional Culture On Rural Governance Perspective Of Governance Theory

Rural governance is specific application of governance theory, and moreover, it is a new way that our government adopts measures to overcome the problems in rural society, manage and develop the rural area. The connotation and extension of rural governance have been improved since1998. It is becoming an increasing viable option for managing the rural area.Along with the progress of the society, the countryside policy-implementation suffered from the backlash. As one aspect of administrative environment, cultural environment may exert important influence on administrative behaviors of local political power. While it helps to enhance efficiency, it also sets up culture barriers for rural governance. The policy of miscarriage at grass-roots because that the societal forces resistance to the policy implementation. Discuss the impact of local culture on rural governance, find the effective factors, which correspond to rural governance. And then guide these culture factors become driving force for the development of rural area, setting up harmonious society and construction of well-off society, which have great theoretical and practical significance.This paper use local culture as the entry point to the villagers’governance research, describing from four parts. Firstly, by analyzing and studying literature, proposed the problem was elaborated and vision. Secondly, summarize the concept of governance, the intension, elemental form and target model of rural governance. Try to summarize local cultural factors as management culture, social culture and policy culture, define three cultural meanings. Analysis the condition of traditional local culture during the transition of three factors:time, space and system. Thirdly, combine examples to discuss the impact of local culture on rural governance. Finally, try to propose the cultural system, which adjust to the rural governance. By analysing the cause and meaning, objective and principle, content and procedures, it aims to make deep cover and transition of modern values, improve the whole village quality and create better cultural atmosphere for rural governance; mobilize and cultivate villagers to take part in their own public affairs management, so as to reach our goal of rural governance proceeding orderly and promoting rural governance.To this article, governance theory provides perspectives for political studies in our countryside. It will be instructive to the development of rural governance. At present, social conflicts tend to be sharpened during the period of social transferring. And it increases the complexity of rural governance. It is necessary to pay attention to local culture factors during policy implementation. Local culture factors do have positive and negative functions in rural society managing. It has the following advantages of a few points:social integration, encouraging the development of public welfare work, moral education, maintain social stability, and so on. Meanwhile, it reaps negative results, for example, blocks the path of mainstream values, influences upon the action of public employment, influence the election at grass-roots and disrupt public order. Should make deep cover and transition of modern values, should attach importance to the democracy system construction, should strengthen cultural infrastructure in rural area, should improve the whole village quality, mobilize and cultivate villagers to take part in their own public affairs management, in order to set up culture system. So then change over from rural governance to good governance of rural area.
