China is a natural disaster-prone country since ancient times, and now it entersthe special period of“economic transition, social transition”. With public crisisbecoming more and more complicated and diverse, the concept of overallgovernance has cant adapt the social development. Public crisis management gotinto peoples view because of SARS,and social Organizations participated in publiccrisis management widely after Wenchuan earthquake. As an organization on behalfof public welfare, social Organizations must interact with the government effectivelyto maximize comparative advantages. And that is the way to enhance the level ofpublic crisis management, which becomes a hot topic these years. So this thesis willresearch the cooperation mechanism between social Organizations and governmentin public crisis management.This not only conforms to the trend,is the theoryinnovation.This paper mainly uses the market failure, government failure, voluntary failureand multiple governance theory, a theoretical analysis of the inherent logic ofcooperation between the government and social organizations in the public crisismanagement, at the same time, from the two levels of government and socialorganization illustrates the positive role of the government and social organizationsas the necessity of cooperation. Next, starting from the actual situation in China,analysis of the factors that restrict the cooperation of government and socialorganizations in the public crisis management, and the different aspects ofcooperation of the two review, summed up the cooperation characteristic, thereforein the public crisis management of government and social organizations are notstandardized, channel the scope of cooperation Co., lack of institutional practices andgovernance processes and lack of coordination and sustainability issues. Thenintroduced the Great Hanshin earthquake case by case to find out the basicexperience of Japan, the cooperation between the government and socialorganizations in crisis management, and as a result, the enlightenment to ourcountry crisis management. Finally, the article from the government, social organizations and the cooperation between the government and social organizationsto deal with these three aspects, discusses the feasibility of the solution, this paperalso focuses on this point.This study shows that: In the process of public crisis management, socialorganizations in our country has many special advantages, it can start a goodcooperation with the government, corporate governance to enhance the ability andlevel of crisis management. But in the reality of our country, the government andsocial organizations in the public crisis management cooperation still exist obviousshortcomings, this is by the laws and regulations by Chinas relevant is not perfect,the social organization because of its defects and make the social credibility and asense of identity is not strong, the lack of strong support and effective supervision.Based on these issues, this paper puts forward effective path to build a partnershipbetween the government and the social organization mechanism of our country:improve the governments commitment to safeguard mechanism, and promote thedevelopment of social organizations; improve the internal management mechanismof social organizations, improve the effectiveness of crisis management; coordinationmechanism to establish the government and social organizations to deal with publiccrisis.
