China has entered a critical period that economic system and social system have double transformation. The economic developes steadily and rapidly and the contradictions between social demands for public services and the shortage capacity that the government provides public service are increasingly acute. In the context of Society revolutions in the world, Chinese NGOs are growing rapidly, and begin to grow as important social forces to participate in public services, through a variety of ways to make up for the lack of the government in this field.China is a unified multi-ethnic country,but due to historical, geographical, economic, cultural and other differences, which have limited the minority regional government’s ability to provide public services, the level of public services are relatively low that unable to meet the citizens’urgent needs of the public services, which become more diversified supply of needed public services, the government needs to make use of the social forces to meet the public service and perfect the public service system.NGOs developed rapidly in China’s ethnic minority areas, the role of participation in public service and the role of academia and society increasingly caused widespread concern. The public service of the minority areas is different from the general area, that they have the national identities, the local NGOs can combine the actual situation and the special status of the region when participate in public services and it is important to improve public service system.But the modern sense of our NGOs are not mature enough.They are constrained by the double impacts of the internal and external factors in the process of providing public services.Public service capacity of the NGOs and the field of public service has not yet been fully developed, so it is urgent to make research that NGOs participate the public services in minority areas. Therefore, the author analyses theoretical basis for the NGO providing public services and learns advanced concepts and practical experiences of foreign NGOs to broaden the ideas which NGOs’participation of public service in Chinese ethnic minority areas. And analyses advantages and difficulties encountered when providing public services in the ethnic minority areas.It draws on a wealth of practical experience and theoretical that foreign NGOs participation in public services combined with the actual situation of Chinese ethnic minority areas and propose the corresponding countermeasures, theories, practices and experiences to support NGOs’ participation in public services.
