Our country has already entered a risk society, environmental group events at the rate of30%rises year by year, which has caused local government crisis of management, has become a major political issue. It is badly in need of making theoretical breakthroughs in dealing with environmental incidents. Based on this, this article is on researching the predicament of the local government and how to build up a set of feasible local government dealing with group incidents of environment mechanism made an in-depth study.The introduction includes the following aspects such as research background, research ideas and research methods, and then there is a review on the related research both at home and abroad.In the first part, the core concepts and related theories are introduced.
