At present, people often by way of collective action(group incidents)to pressure the government in order to change the decision by government.Due to group incidents of environment will continue to grow in the next period, we can provide basis for preventing and dealing with it by studying. Though there has been a long time to study group incidents he study of group incidents of environment are less.so the study is of inventiveness and necessity.In the study, mainly explore the characteristics and causes of group incidents of environment and through the analysis of the relevant literature on Liu yang and Shi fang that the two typical group incidents of environment, researching problems causes and coping strategies that local government deals with group incidents of environment. We made the Social conflict theory, crisis management theory, theory of correctly dealing with contradictions among the people and public governance theory to study the group incidents of environment. The study is found that its main reason is serious environment risk in the future for people, non-direct benefit,for local government, it depends on the blind GDP notion of local government, it is caused by the conflict between economic growth with ignoring environmental protection and comprehensive coordinated development by what Sustainable development stress, thus it can’t be avoided. So we study the coping strategies that local government deals with group incidents of environment, first reasonably qualitative it in thought, accurately adopts the method of dealing with it, attaches great importance to environmental problems in order to the source to prevent group incidents of environment. Next, it is key to transform the function of the government, mobilize resources all various aspects, strengthen communication and coordination, reasonably deal with group incidents of environment.
