Local Government Dealing With Group Incidents Of Environment Mechanism Research

Our country has already entered a risk society, environmental group events atthe rate of30%rises year by year, which has caused local government crisis ofmanagement， has become a major political issue. At the same time, the theoreticalcircle of China’s local government how to deal with the environmental group eventstheory research is relatively weak, and most of them are on researching inmacroeconomic， now it is badly in need of making theoretical breakthroughs inmicro. Based on this, this article is on researching how to build up a set of feasiblelocal government dealing with group incidents of environment mechanism made anin-depth study.This article drew lessons from the public crisis management theory andenvironmental administrative management theory and other theories, which closelyaround how to build local government to deal with group incidents of environmentmechanism of this core issue is researching. The main contents of this thesis: Firstly,in the introduction, presented the main researching contents, constructed of the localgovernment to deal with group incidents of environment mechanism model. Secondly,our country local government is dealing with group incidents of environmentsituation. Local government in response to the environmental group events, althoughobtained many achievements, but there are still a lot of problems, such as lacking ofprevention mechanism, controlling process of communication the public and themedia, lacking of recognition and judgment in the environmental group events and soon. This paper is making a further reason analysis, proposing the establishment oflocal government’s response environmental group events prevention mechanism,controlling mechanism and coping with the aftermath of disaster mechanism as asolution. Thirdly, establishing local government of dealing with group incidents ofenvironment prevention mechanism. It is very important to establish localgovernment of dealing with group incidents of environment prevention mechanism. Which can eliminate environmental group events at the root; and preventionmechanism of running should follow a timely response, authority and responsibilitysix principles and so on; on the basis of prevention mechanism model built preventionmechanism. Fourthly, building local government to deal with group incidents ofenvironment controlling mechanism. Establishing the controlling mechanism is atimely response mechanism should follow the people-oriented, the first time andcoordination five principles and so on. Establishing the controlling mechanism shouldfocus on strategy and methods at the controlling process. Finally, establishing localgovernment response to environmental groups incident after the disposal mechanism.After the disposal mechanism can eliminate the environmental group events happenrepeatedly, in the disposal of rehabilitation should follow the honest and trustworthy,humanistic care、objective reality、the principle of fairness and impartiality；establishing good comfort, survey feedback, punishing and evaluation summary foursub-mechanisms，which basis on after the disposal mechanism. And strive to build aset of operation and strong local government to deal with environmental group eventsmechanism, so that the local government effective coping with environmental groupevents.
