Equalization Of Basic Public Services Research

With the development of socio-economy, the public expressed a higher demand toward the quality of services. However, the external existence of imbalance of the fundamental public service supply results in an immense damage to our social equality. It also exacerbates the social differentiation, which leads directly to the decrease of the happiness of society members. As a start point, the article will emphasize on the government’s supply duty of the fundamental public services to achieve the goal of nationwide equalization. And also explore the way government initiatively use to carry out the equalization of the fundamental public services. Through the research, the author first states and defines the connotation and the scope of the fundamental public services in theory. On this basis the author launches the research about the current situation of the fundamental public services, and analyzes the four main factors needed for achieving the goal of management, which are decision, regulation, provision of resources and the mechanisms of supervision and evaluation. The article also tells the problem of the fundamental public services in China in the field of decision-making mechanism, institutional system, financial resources guarantee and evaluation mechanism. By using the empirical research method, the author arranges typical examples from the western developed countries for the equalization of the fundamental public services, in order to explore the governmental intervention measures that is universalized. Second, the author explores the practical difficulties and challenges based on the specific examples of the Chinese national conditions. From the aspect of data analysis, through reading available publications, papers, research reports, laws and regulations, the author has a preliminary grasp and understanding of existing research results and objective reality to provide information and basis for further research. The article focuses on both subjective and objective aspects to state the way of solving the problem. The subjective part emphasizes on the establishment of values of public policy, while the objective part analyzes problems including decision-making mechanism, institutional system, financial resources guarantee and evaluation mechanism. By referring from experience and measure researches, the final result is formed.
