Qingkou village is one of the many Ethnic Cultural Tourism Villages developed mainly by the Chinese government, which lies in Yuanyang, Yunnan. In recent ten years, the Yuanyang government has invested around tens of millions of yuans in the road reconstruction and some other infrastructure construction in Qingkou village. During the construction of Hani Ethnic Culture Village in Qingkou, the village has been improved a lot. Villagers also got supports to build houses and tourist attractions was continuously built and improved, which shows the related government departments’ idea,"tourism development and formation" has changed the whole village’s landscape.However, the villagers’ will, which is a main part of the development hasn’t been really respected throughout the continuously developing, thereby it led to the accumulation of all kinds of conflicts. Villagers couldn’t find a proper way to appeal to. Under such circumstance, all the conflicts erupted in a special way, witchcraft. The tourist path in front of the Village Deity built by the tourism sector has finally become the target that villager used to express their discontent. The fight was specifically represented as with the help of witch, Nima’s hint, blocked the path by villagers’ collective actions.The government hasn’t asked for the villagers’ opinions on the tourism project which was using local "village deity belief" and "deity worship" to form forest tourist attraction. When three people died successively in around ten days, villagers then, by using occult activities expressed their discontent on the long-term existed problems like distribution of development interests.Like other villages in China, Qingkou village’s daily routine is also managed by the villager group. When the members from the villager group and administrative committee expressed some opinions to the government but hardly got satisfied responses, then villagers began to search traditional organizations and religion resources to express their opinions. Government should take the advantage of traditional cultural resources to exhibit ethnic cultural identities and should inquire folk religious people to organize all sorts of ritual performances. Therefore, in a sense, it makes the existence of fork religion organizations, religion belief and occult activities become legal and get the support from government, which helps the villagers believe in the power of religion and witchcraft more and continuously use these resources to protect themselves’interest and express sorts of discontents.Government knows for sure that there will be conflicts between government and local villagers along with development. The fundamental reason is lack of attention paying to local village’s development. The goal of development is more than to development local economy. And the means of development should not be proposed by government nor should be decided by experts. The main role of development should be villagers and their active participation is the most important part. Outsiders can promote village’s development but cannot take place the active role of village.
