| The reports of the17th CPC National Congress has pointed out that it is necessary toaccelerate the reform of administrative management so that the governmental functions could betransformed on the basis of the reform of a majority of systems. As far as the county and district-level development and reform bureau is concerned, the local synthetically political and economicsector as well as the local executive organ for the national development and reform bureau, countyand district-level development and reform bureau assumes the obligations of planning andcoordinating regional economic and social development. Giving the role of the district-leveldevelopment and reform bureau to full play exerts a direct influence on the fulfillment of regionaleconomic and social development and goals. Therefore, the transformation of its function becomesan inevitable requirement for creating a service-based government. In this case, carrying out aresearch on the transformation of the governmental function of the county and district-leveldevelopment and reform bureau is of paramount significance both theoretically and practically.This thesis firstly defines the concepts of governmental functions, the transformation ofgovernmental functions and service-based government on the basis of the comprehensivesummaries on literatures on the transformation of governmental functions and service-basedgovernment both home and abroad as well as relevant views held by lots of experts.Simultaneously, the thesis introduces the pertinent conceptions of service-based government andanalyses service-oriented ideas that should be born by government organs from the perspectives ofcitizens-oriented authorities, law-based administration, effective government as well as efficientand uncorrupted. In addition, the relation of the reform of governmental functions and service-based government is also touched upon. Secondly, by summarizing and analyzing the evolution offunctions of both national development and reform commission as well as the county and district-level development and reform bureau (taking Zhenhai district as an example), this thesis definesthe function of the county and district-level development and reform bureau and puts forwardrequirements for the transformation of the functions, which are reinforcing the macro functions andpositively transforming micro functions. Moreover, since issues existed in the function transformation of the county and district-level development and reform bureau are analyzed andresearched, such as failing to properly implement the functions, negligence, offside and absence offunctions as well as poor coping capacity towards function transformation, the thesis carries outresearches on corresponding analyses for reasons triggering these issues, which are loosecombination of developing ideas and the concept of scientific development, traditional managerialapproach impeding the transformation of governmental functions and the restriction imposed bythe relevant unsound laws and regulations. Finally, based on the case of the development andreform bureau in Zhenhai district, the thesis also analyzes the objectives, principles and approachesof the transformation of government functions for the county and district-level development andreform bureau from the perspective of service-based government. The objectives of fulfilling thetransformation of government functions for the county and district-level development and reformbureau are ensuring the justified position of government functions, transforming managerial modes,establishing response system and perfecting responsibility system as well as following principles ofadvancing progressively, adaptability and taking the social benefits as the priority. It is held in thisthesis that the function transformation of the county and district-level development and reformbureau can be fulfilled if set about from six aspects, namely, ensuring the legal system ofinstitutionalization of the core function of the county and district-level development and reformbureau, intensifying the functions of planning, comprehensive coordination, management, systemreform and supervision law enforcement for the county and district-level development and reformbureau as well as strengthening the construction of the county and district-level development andreform bureau. |
