| The report of the 19 th National Congress of the CPC points out that the revival of northeast China should aim at the intensity of reform for systematic and structural contradiction,and promoting the transition of governmental function、business environment、ideology as well as marketing level.To achieve a better level of economic development,it is significant to study on the transition of government function and service improving.With the construction of service-oriented government,service function of government is increasingly prominent and its range of influence is continuously extended.And how to perform the service function is a very important issue which not just only one of the service-oriented government construction problem,but also concerns the realization of interests of the public and the impact on the development of all respects of society.According to the research on the function of bureau of commerce in county economic development,the paper has found out the problems in resumption of economic department,and meanwhile has proposed effective development suggestions which could fulfill and develop the theory of local governmental economic function.This study has gathered various research methods,the reference of scientific achievements,and author’s own working experiments.The paper has pointed out that weak performance and deficient economic service are prominent problems of bureau of commerce,and then the paper has deeply analyzed the reasons for them.The forth parts has concluded the improving countermeasures and suggestions,including promoting competency of functionary,building scientific management system,improving level of economic service,and optimizing business environment.In all,it is in urgent need of propelling the transition and innovation of governmental economic function to adapt the marketing economy development under the new circumstances.Therefore,we should grasp the opportunity of political restructuring which has been proposed in 19 thNational Congress to push the economic development of county government with active play of service function. |
