As the propose of the ReportoftheEighteenthNationalCongressoftheCommunistPartyofChina, we should build acontingent of leading cadres, strengthen the cultivation of Party spirit, exercise cleangovernance, conduct theoretical study and practice and improve the overall quality ofcadres. Performance assessment of cadresisan important step to build the cadreforce, sohow to design a scientific and rational system for theperformance assessment of cadreshas become an increasingly prominent issue.There are more than2,000counties inChina. In China’s administrative system, the county has always been one of the mostimportant administrative units. Thecounty Party secretary,“top leader” of county-levelcadres, shoulders important duties and plays significant roles, so it is critical to conductscientific, rational and significant assessment on their performance. Therefore, therewill be of some theoretical and practical significance to make a study on theperformance assessment of county Party secretaries.Based on the analysis of the roles and responsibilities of county Party secretaries,thisarticle aims to clarify the duties and role norms of county Party secretaries as the“top leader” in party and government administration at county level, and thus highlightsthe importance of performance assessment of county Party secretaries.This article isbased on the results obtained from empirical research in an evaluation department in acity and face-to-face interview with county (city, district) Party secretaries. By takinglocal examples, this article makes specific analysis of the work performance of county(city, district) party secretaries in terms of main assessors, assessment contents,assessmentmethods and procedures, assessment grades and application of results;conducts an in-depth study on existing problems and defects of the assessment systemfrom various aspects, and deciphers the causes of these problems from the perspectivesof interests, culture, institution and individual.In combination with the Party spirit oftheEighteenthNationalCongress and the status quo of cadre assessment, this article startsfrom the roles and duties of county (city, district) Party secretaries, clarifies theassessment contents, makes targeted analysis, underlines the importance of enhancingthe performance assessmentchanism, further specifies and clarifies the assessmentprocedures for county Party secretaries, and in combination with the empirical resultsproposes a corresponding design plan of assessment index system to constantly improvethe work of performance assessment of county Party secretaries.
