As a national human capital preservation, an important aspect of value-added, civilservice pay administration scholars are increasingly becoming the focus of attention. Due tovarious reasons, the incentive effect of the current civil service pay is not obvious, leading topoor motivation of civil servants, the consequences of breeding corruption and brain drain.For the above, from the perspective of the theory of incentive, incentive pay of civil servantsof the analysis has important theoretical and practical significance. Adjust the pay system willhelp improve the civil service and enthusiasm to avoid corruption. According to "Economicinto" hypothesis, if we can establish a timely manner with the current socio-economicdevelopment to adapt, scientific, rational civil service pay incentives, not only to meet thelegitimate needs of the material interests of civil servants, more guidance and thedevelopment of its advanced needs, stimulate civil consciously enhance service awareness,fostering service skills, improve service delivery and improve service quality.From the meaning of the remuneration structure, function and other aspects, the use ofquestionnaires and quantitative analysis methods for this individual T Municipal taxdepartment launched the survey on China’s civil service pay incentives to analyze theproblems, to study various factors affecting the civil service pay incentives, and thenexpounded China’s civil service salary incentive mechanism inadequate manifestations, thusforming a civil service pay incentives to solve our lack of effectiveness of the design for theconstruction of civil service pay system which a complex systems engineering to providereference and help.
