As an important means of human capital operation and appreciation in administrative departments, the salary management of civil servants has gradually become a hot issue focused and studied by scholars in the society. At present, the salary system of Chinese civil servants doesn`t have obvious stimulus effect so that civil servants have less enthusiasm and low efficiency in their work, leading to the phenomenon including corruption, egalitarianism and outflow of talents.In accordance with the above case, the author based on the reference for the stimulus theory of civil servants` salary and made the questionnaire survey on the salary stimulus of provincial civil servants in Hebei Province. Lots of data related to salary stimulus of civil servants were obtained and the general theory and method of statistics were adopted so that the problems in salary stimulus of civil servants were analyzed and the countermeasures of enhancing salary stimulus were put forward. In the questionnaire survey, the author designed four types of problems, including basic information of civil servants, salary status, evaluation on current salary and assumption of future salary stimulus. Then the questionnaires were sent to part of provincial administrative offices to collect relevant data. In the process of analyzing the questions, the “satisfaction with the salary” is selected to be the response variable, and through the gradual logistic regression, the concomitant variable with obvious effect on the response variable could be automatically and objectively selected. Then 4 kinds of models were preliminarily selected for the fitting data, and depending on the advantageous statistics of fitting, the merits of fitting effectiveness after the fitting of various response functions were assessed. And then the logit model was selected to conduct the modeling analysis. Combining with the analysis results of statistics model, the civil servants` salary level of Hebei Province was compared with the national level and economic growth level. As the uncertainty salary ratio and Gini coefficient indicator were introduced, the following problems were discovered including low general level of salary design of civil servants in Hebei Province, failed internal stimulus function and lacking dynamic adjustment mechanism.The author made a detailed study on the salary stimulus problems of civil servants and put forward the reasonable suggestions. The stimulus effectiveness in the design of salary system shall be enhanced so as to effectively increase the enthusiasm of civil servants in managing public business. Meanwhile, it can to certain extent curb the adverse social phenomenon including inaction and corruption of the civil servant group, which has a certain realistic significance for the high-efficiency of the administrative functions and further reform of administrative system of government departments in Hebei Province.
