Research On The Performance Supervision Of PPP Projects Of Elderly Care Services Based On Stakeholder Theory

With the gradual increase of "4-2-1" families,the trend of population aging in China is becoming increasingly obvious.The situation of "age before it gets rich,unprepared for old age" is coming.The severe aging situation poses new challenges to the quality and quantity of our country’s aged service.As a new supply mode of old-age service,PPP mode of old-age service provides a new solution to fill up the fund gap of our old-age service system,solve the contradiction between supply and demand of our old-age service,and improve the quality and efficiency of our old-age service supply.With a series of problems in the process of developing PPP projects being revealed one after another,from the point of guaranteeing the quality and efficiency of public services,all parties have formed a broad consensus on strictly controlling risks and strengthening the supervision of PPP projects.However,especially due to the characteristics of pension service PPP project,such as large amount of invested funds,more participants,long operation cycle,more complex interests of all parties,and more uncertain risks in the operation process,it often increases the difficulty of performance supervision of pension service PPP project.Stakeholder theory,as a new theory of regulatory analysis and research,provides a new perspective for the performance supervision of PPP projects in pension services.From the perspective of stakeholders and on the basis of defining the concept of PPP project performance supervision,this paper analyses the interests of different stakeholders in PPP project of pension service,constructs the performance supervision framework of PPP project of pension service based on stakeholder theory,studies the current situation and existing problems of PPP project performance supervision of pension service in China,and sums up the performance supervision of PPP project of pension service by referring to British practices in PPP project performance supervision.Finally,according to the actual situation of our country,the paper puts forward corresponding countermeasures and suggestions on the problems existing in the performance supervision of the PPP project of our country’s pension service.
