At present, China is facing an aging population, pension issues, especially the elderly. The idea of traditional pension, as well as the constraints of the level of economic development in the process of the elderly pension, family pension continues to play a leading role. However, the modern family structure and changes in lifestyle, making the family pension increasingly weakening. Based on the consideration of the stage of China’s national conditions, closely related to people’s life in the community has the unique advantage of the services, community-based home care model is increasingly becoming practical pension manner to meet the needs of older persons.
