In developed countries, the civil service systems are scientific relatively,and we have much to learn from theirs. National Civil Service Agency issued a "civil assessment(The Trial)", which attaches great importance to the use of appraisal results. China's civil service appraisal processes too much qualitative, but too little quantitative, and with a lot of subjective factors. In the first year of the twelve five-year,how to improve performance evaluation system for civil servants to reduce the external negative effects has important practical significance.In the paper, we study the civil servant performance appraisal system of Jiaonan, learn the experience and methods of performance management of western countries. And based on the status of the civil service performance evaluation, we use AHP and 360-degree assessment method to build a relatively scientific and comprehensive civil servant performance appraisal index system and evaluation methods in Jiaonan CityWith the ideas of civil servants performance appraisal system, the paper combings through the system and related laws and regulations of the existing systems, policies, and summarize and filter out the performance appraisal system for civil servants and the specific content of the main structure, and as a basis we analyze status and problems in civil servant and performance appraisal system in Jiaonan.
