With the acceleration of globalization in economic society, our living environment and social structure are becoming more and more sensitive and our country is in a crucial period of economic transition and social transition. According to the general development process of world, it will lead to problems like economy and society disorder, psychological imbalance, and social ethics rebuilding. Citizen participation in urban governance activities by internetwork is more and more important. It helps not only to improve the level of the government’s public management, but also to resolve the various contradictions and conflicts. Focusing on citizen participate in urban governance by internetwork, this article compared and analyzed some typical case. We get the conclusions as below:in recent years scopes of citizen participation are increasing gradually. It has been widely involved in every individual right, from price increase in water, power and gas to housing demolition. There are more and more ways for citizen participation in urban governance on the internetwork, including government’s portal websites, mayor mailbox, network BBS, personal twitter and mobile phone internet. The scope and depth of citizen participation are expanding, from urban governance to all aspects of social life.Analyzing with a viewpoint of public administration, I found the following effects of citizen participation in urban governance with internetwork:It has improved the level of public affairs and public science; it has improved the level of public administration and promoted the transformation of government function; it has improved level of management for public crisis and promoted social harmony. Although there are many benefits of citizen participation in internetwork, it has Two serious problems:the distortion of information spread process is getting more and more serious and the consciousness and morality in internetwork participation are diminished.Therefore, in order to make citizen participation in internetwork developing soundly, there should be some suggestions:Strengthening the attention and rules of the action for internetwork participation:Improving the consciousness and ability for citizen participation so as to make organized internetwork participation:Improving the management and technology methods in internetwork should be necessary.
