The Citizen Participation In The Urban Community: Within The Purview Of Public Governance

In this article, based on the demonstration research on the Jingkan community in Zhuzhou city, illustration of the status quo and analysis of the causes, the author attempts to propose the means to facilitate citizen participation from the government and the citizen these two aspects.The public governance in this article refers to the governance form, by which, in foundation which governs from the organization, the government, participated as function of "Yuan governance", constructs the interaction governance network together with the self-rule organizations, aimed at seeking the public interest maximization. Furthermore, the citizen participation means that the citizen in the urban citizen, stemming from their own interests and rights or based on the citizen responsibility consciousness, take part into the decision and the supervision to the public affairs in the community by means of individual or group.The article is divided into three parts. The first part analyzes the relationship between public governance and citizen participation these two concepts, and expounds the necessity of studying the citizen participation in urban community within the purview of public governance. The second part analyzes the reason for the overall status of citizen participation in urban community and the actual situation of the Jingkan community. In the third part, considering from both government and citizen, the author proposes the following solutions to facilitate the citizen participation: 1) carrying on the essential peeling to government's authorities, perfecting community operational mechanism and correcting residents' committee's administration tendency; 2) transforming the ideological concept and the working ways; 3) paying attention to the discovery and cultivation of community benefit and strengthening the community consciousness; 4) advancing the community worker specialization project, sparing no efforts on developing the Non-Governmental organizations and providing the broad platform for the citizen participation;5) innovating the ways of participation and enhancing the technology of participation.
