Transitional community is a special community evolution form in the process of urbanization with Chinese characteristics.It not only contains the characteristics of urban community space form,but also continues the specific community attributes of rural areas.It has obvious changes,integration and construction.In fact,Transitional community is not a community formed by long-term natural evolution,but by administrative power in a short period of time,usually with obvious "transitional" characteristics.The hardware facilities of this kind of community have been close to the urban community,but its management system,organizational structure,cultural identity and other "soft power" are still immature compared with the urban community.And various contradictions are highly concentrated in this space,which makes the security management of Transitional Community face many challenges.The key and difficult points of Transitional Community Governance in China are four aspects,including the complexity of personnel composition and the difficulty of public security governance,the immaturity of organizational structure and the immaturity of public security prevention and control system,the imbalance of interest pattern and the difficulty of interest conflict adjustment,the heterogeneity of community culture and the weakness of residents' safety awareness.By examining the causes,the causes of the dilemma of Transitional Community Residents' participation in public security governance can be divided into two parts: external causes and internal causes.The former involves the incomplete system and channel guarantee of residents' participation in public security governance,including the lack of responsibilities of community autonomous organizations,the imperfect system of community public security governance,the failure to build community consultation and communication platform,and the imperfect system of community education and incentive,which results in the lack of attention to residents' willingness to actively participate in community public security governance,the low efficiency of participation,and the lack of interaction The emergence of door and participation power weakening.The latter involves the weak sense of residents' participation in public security governance and their insufficient ability,including the weak sense of residents' participation responsibility under the guidance of interests,the absence of residents' sense of identity and belonging to the community,and the lack of residents' ability to participate in public security governance.he external and internal factors thatlead to the community residents' inability to participate in public security management are not completely separated,and they affect each other.Therefore,when looking for solutions,we should start from two dimensions at the same time.For a long time,the public security management of Transitional Communities in China mainly depends on the strength of the government and public security organs.However,this method can not provide sufficient management personnel,get less financial support,and the means of management is relatively single.In the increasingly complex public security environment,the Transitional Community public security management model is facing challenges:The police can't invest enough time and police force in community affairs,and they can't really integrate into the community;the transition community has a high turnover rate of people,so the community police can't even get all kinds of accurate information;The residents lack the sense of identity and belonging to the new community,and the enthusiasm to participate in community security is not high,which makes the police face more difficulties in carrying out relevant work.In this regard,based on the development and practice of collaborative governance theory,this paper holds that negotiated governance is a feasible way to optimize public security governance.However,in view of the "semi stranger" community environment of transitional communities in China,and the long-term public security governance mode led by the public security department,there are some problems such as insufficient awareness of collaborative governance,residents' participation motivation,community belonging and participation channels.It requires the competent departments to further cooperate with multiple subjects to establish and improve the channels,mechanisms and systems of governance and collaborative governance,to promote the optimization of public security governance mechanism,to enhance the effectiveness of multi-agent collaborative governance,and to build a way of collaborative governance of social security.Under the guidance of the theory of coordinated governance,this paper further believes that the optimization of community public security governance mode should be achieved by strengthening the concept of coordinated governance,defining the role of the main body of public security governance,establishing the incentive mechanism,mobilizing the participation power of residents' public security governance,cultivating community social capital,enhancing the psychological sense of belonging of community residents,improving the public security governance structure and broadening residents Channels and channels of participation.
