Study On Citizen Participation In Urban Public Security Governance Under The New Normal In Chongqing

China has entered a new normal stage of economic development,we must innovate the administrative management and social governance,to achieve the transformation of government functions,social reform and social governance innovation,give full play to the power of citizen participation,establishing the mechanism of social management model.With the acceleration of urbanization,China's urban population has reached 700 million,urban public security has become the top priority of social governance.Citizen participation is a major feature of democratic society.Urban public security governance needs citizen participation.Since the third Plenary Session of the 18 th CPC Central Committee,the governments at all levels in our country have carried out active exploration and reform in order to adapt to the new normal requirements.Citizen participation is a long-term research topic for the academic community.Each country has carried on the related research in the citizen participation of each social domain,but the research achievement which takes the city public security as the research scope is little.This thesis chooses the city public security field as the research area,to study problems of civil power in public security about the lack of participation form,citizen participation status quo,and good citizen participation practice,and taking Chongqing citizens as an example,thinking significance of citizen participation in the city governance.This paper summarizes the experience of the positive attempt in Chongqing,and studies the problems and causes of the lack of citizen participation.Based on the basic theory of citizen participation and governance,this paper probes into the problems of citizen participation in urban public security under the background of the new normal,and tries to put forward some positive suggestions.This paper is divided into five parts,the first part is the introduction,mainly introduces the research background and significance of this research,to explore the research status at home and abroad,with the summary of research methods,research content and innovation.The second part mainly introduces the relevant concepts of urban public security governance and the theoretical basis of citizen participation.The third part analyzes the social background of the period of citizen participation in City Public Security Governance of the new normal,fully understand the new normal period proposed for citizens to participate in social governance,and significance of citizen participation in power play.The fourth part introduces the present situation of Chongqing city public security,and analyzes the practice of citizen participation in the public security management of Chongqing.In the fifth part,the author puts forward some reasonable suggestions on the problems of citizen participation in urban public security management.The sixth part is the conclusion and prospect.The paper expounds and summarizes the paper,in order to highlight the focus of the paper,and prospects for the next study.
