The Research On Home Care Volunteer Service In Shenyang

The problem of the aging is gradually becoming more and more serious, has become a profound strategic issues on China’s economic and social development. How to establish the social pension service system which can adapt to China’s national conditions and comply with the objective requirements of the aging is the core content of solving the aging problem. There are three pension models in China:Institutional Pension; Family Pension and Home Care. However, because of the changes in family structure, Traditional family pension and institutional pension already can not meet the current situation of China and the living needs of older. Community development makes it become the basis and a carrier of various services, In such conditions, the home care service has become increasingly important in the pension system. Along with the home care system has improved steadily, volunteer service become an indispensable resource in home care service system gradually, home care volunteer service also enter a period of vigorous development.The research object of this article is according to five communities in new North Station Street in Shenyang City, learning from the home and abroad research results and theoretical knowledge about home care volunteer service. According to the aging of the development trend of the status and characteristics, as well as the limitations of family pension and institutional pension in Shenyang City, the author proposes the necessity and feasibility of development home care volunteer service. Then, through the survey of the actual needs of elder and the situation of home care volunteer service in Kai Xuan community; Shan Dong Pu community; Hui Gong community; Wang Yuan community and Shi Ci community under the new North Station Street, the author realizes the actual needs of elder. By analyzing the gap between the volunteer community service and the needs of elder, the author proposes the factors restricting the home care volunteer service development in the region. Finally, the author points out the problems on the home care volunteer service in Shenyang City through the empirical analysis, and makes relevant recommendations for how to promote the development of home care volunteer service.
